One is the Collision Damage Waiver and the other is the Non-operation Charge. Tabirai Car Rental Reservation displays a stated price that includes the registration fee for Collision Damage Waiver, but does not include the Non-operation Charge (NOC). However, major car rental companies listed in Tabirai Car Rental Reservation have their own insurance where you do not have to pay for this NOC, and you can join at the car rental office.
